For years, cloud strategy was largely about expansion.<\/p>\n
Move more workloads to the cloud. Add more services. Modernise applications. Adopt managed platforms. Build across multiple providers. Scale infrastructure as demand increases.<\/p>\n
That approach made sense when businesses were still trying to establish their cloud footprint.<\/p>\n
The situation is different now.<\/p>\n
Many enterprises already operate across multiple cloud services, SaaS platforms, regions, accounts and environments. The question is no longer whether the organisation should use more cloud.<\/p>\n
It is whether the cloud environment it already has is delivering enough business value to justify its growing complexity.<\/p>\n
This is where cloud governance becomes more important than cloud expansion.<\/p>\n
Flexera’s 2026 State of the Cloud research found that 73% of surveyed organisations were operating hybrid environments, while respondents estimated that 29% of their cloud spend was wasted. The same research found that 64% of organisations were measuring cloud progress through the value delivered to business units.<\/p>\n
Those numbers point to a change in priorities.<\/p>\n
Cloud maturity is increasingly about control, accountability and value<\/strong>, not simply the number of workloads an organisation has moved.<\/p>\n Moving a workload to the cloud can produce an immediate benefit.<\/p>\n The business gets scalable infrastructure without having to purchase and operate equivalent physical capacity. Development teams gain access to managed services. New environments can be created quickly. Applications can scale according to demand.<\/p>\n The difficulty appears later.<\/p>\n More workloads create more accounts.<\/p>\n More accounts create more permissions.<\/p>\n More services create more dependencies.<\/p>\n More providers create more operational models.<\/p>\n More data movement creates more cost and governance questions.<\/p>\n Eventually, the organisation has a cloud environment that works but is difficult to understand.<\/p>\n That is the point at which expansion stops being the primary challenge.<\/p>\n Governance becomes the challenge.<\/p>\n One of the assumptions behind aggressive cloud expansion is that additional cloud capability will automatically translate into additional business capability.<\/p>\n It does not.<\/p>\n A business can have hundreds of cloud services and still struggle with slow application delivery.<\/p>\n It can have multiple cloud providers and still lack resilience.<\/p>\n It can use sophisticated analytics platforms while making decisions from inconsistent data.<\/p>\n It can deploy AI workloads without knowing their actual cost.<\/p>\n It can modernise infrastructure while leaving critical applications constrained by legacy architecture.<\/p>\n Cloud is an enabler.<\/p>\n It does not determine whether the organisation uses that capability effectively.<\/p>\n Governance creates the mechanisms for making that determination.<\/p>\n Cloud governance is sometimes reduced to a collection of IT rules.<\/p>\n Which region should we use?<\/p>\n Who can create resources?<\/p>\n What naming convention should teams follow?<\/p>\n Which instance types are approved?<\/p>\n Those controls matter, but modern cloud governance needs to go further.<\/p>\n It should answer questions such as:<\/p>\n Why does this workload exist?<\/strong><\/p>\n Who owns it?<\/strong><\/p>\n What business outcome does it support?<\/strong><\/p>\n How much does it cost?<\/strong><\/p>\n What data does it process?<\/strong><\/p>\n Who can access it?<\/strong><\/p>\n What regulatory requirements apply?<\/strong><\/p>\n What happens if the workload fails?<\/strong><\/p>\n When should it be modernised, consolidated or retired?<\/strong><\/p>\n These are business questions expressed through technology.<\/p>\n Cloud’s consumption-based model is one of its biggest advantages.<\/p>\n It is also one of its biggest governance challenges.<\/p>\n Traditional infrastructure creates a relatively visible capital investment.<\/p>\n Cloud creates continuous consumption.<\/p>\n A development environment can remain active after a project ends.<\/p>\n Storage can accumulate quietly.<\/p>\n Data transfer can become expensive as applications become distributed.<\/p>\n A workload can be technically optimised while still providing little business value.<\/p>\n This is why FinOps has become increasingly important.<\/p>\n But FinOps should not operate as a finance exercise that happens after cloud infrastructure has already been deployed.<\/p>\n Cost decisions need to influence architecture.<\/p>\n A development team deciding where to store data, how often to move it, how much compute to provision or whether to run a service continuously is making a financial decision as well as a technical one.<\/p>\n Governance connects those decisions.<\/p>\n Cloud sprawl rarely arrives as one large mistake.<\/p>\n It develops gradually.<\/p>\n A team creates a temporary environment.<\/p>\n Another team adopts a new SaaS platform.<\/p>\n A proof of concept becomes a production application.<\/p>\n An unused database is never deleted.<\/p>\n A third-party service is connected for a specific project.<\/p>\n A second cloud provider is introduced to solve one workload requirement.<\/p>\n Each decision may be reasonable individually.<\/p>\n Together, they create complexity.<\/p>\n This is why governance should not simply prevent teams from creating new resources.<\/p>\n It should establish a lifecycle for them.<\/p>\n Every significant workload should have an owner, a purpose, an appropriate security classification and a defined lifecycle.<\/p>\n The organisation should know whether a resource is being built, actively used, temporarily required or ready for retirement.<\/p>\n Without that visibility, cloud environments accumulate faster than they mature.<\/p>\n Using multiple cloud providers is not inherently a problem.<\/p>\n There are legitimate reasons to distribute workloads.<\/p>\n Businesses may need specific capabilities from different providers. Regulatory requirements may influence workload placement. Acquisitions may bring inherited environments. Geographic requirements may make regional infrastructure important. Resilience strategies may justify distribution.<\/p>\n The problem occurs when multi-cloud becomes an unmanaged collection of independent decisions.<\/p>\n Gartner has warned that interoperability remains a significant challenge for multi-cloud environments, with more than half of multicloud implementations potentially failing to deliver expected results by 2029 because of interoperability and operational complexity.<\/p>\n This makes governance particularly important.<\/p>\n An enterprise needs consistent principles for identity, security, data, architecture, cost management and operational responsibility even when workloads run on different platforms.<\/p>\n The goal is not to make every cloud identical.<\/p>\n It is to make the organisation’s operating model coherent across them.<\/p>\n Cloud governance should not mean forcing everything into one environment.<\/p>\n Different workloads have different requirements.<\/p>\n A customer-facing application may need low latency.<\/p>\n A regulated dataset may have residency requirements.<\/p>\n An AI workload may require specialised compute.<\/p>\n A development environment may prioritise flexibility and low cost.<\/p>\n A legacy application may remain on-premises because moving it would create disproportionate risk.<\/p>\n This is why workload placement should be treated as a business decision.<\/p>\n Gartner identified hybrid computing as a significant infrastructure trend for 2026, describing environments that coordinate different forms of compute, storage and networking through more composable architectures.<\/p>\n The mature question is therefore not:<\/p>\n \u201cShould we move this workload to the cloud?\u201d<\/strong><\/p>\n It is:<\/p>\n \u201cWhere should this workload operate to deliver the required business outcome at the appropriate level of cost, security, performance and control?\u201d<\/strong><\/p>\n That is a governance question.<\/p>\n Every additional cloud service creates another configuration and identity surface.<\/p>\n New accounts need access policies.<\/p>\n New applications need identities.<\/p>\n New APIs need authentication.<\/p>\n New storage systems need data controls.<\/p>\n New vendors create third-party access.<\/p>\n New workloads create additional monitoring requirements.<\/p>\n Without governance, security teams can become reactive.<\/p>\n They discover resources after they are created.<\/p>\n They investigate permissions after an incident.<\/p>\n They identify unsupported services after a compliance review.<\/p>\n They find unused credentials after they have already existed for months.<\/p>\n A stronger governance model moves security decisions earlier in the lifecycle.<\/p>\n Teams should know what security controls apply before a workload reaches production.<\/p>\n That is more scalable than trying to inspect everything after deployment.<\/p>\n The growth of enterprise AI adds another reason to strengthen governance.<\/p>\n AI workloads can consume significant compute resources, process sensitive data and depend on multiple infrastructure and model services.<\/p>\n Gartner projects that by 2029, 50% of cloud compute resources could be consumed by AI workloads.<\/p>\n That creates a governance challenge that traditional cloud operating models were not necessarily designed to handle.<\/p>\n Who owns an AI workload?<\/p>\n How is its cost measured?<\/p>\n What data can it access?<\/p>\n Which model is being used?<\/p>\n Where is the model hosted?<\/p>\n What happens when model usage increases unexpectedly?<\/p>\n How should AI workloads be prioritised when compute capacity is limited?<\/p>\n If organisations treat AI simply as another workload category, they may miss the operational differences.<\/p>\n AI makes the need for workload-level governance more obvious.<\/p>\n There is an understandable concern that governance slows down cloud adoption.<\/p>\n If every developer needs several approvals before creating an environment, teams will find ways around the process.<\/p>\n That is not effective governance.<\/p>\n Good governance should make the safe and appropriate path easier.<\/p>\n For example, instead of manually reviewing every storage deployment, organisations can provide approved infrastructure templates with secure defaults.<\/p>\n Instead of asking teams to calculate cloud costs manually, they can provide automated cost visibility.<\/p>\n Instead of reviewing permissions individually after deployment, identity policies can be embedded into infrastructure workflows.<\/p>\n Instead of creating security gates that delay delivery, organisations can integrate automated checks into CI\/CD pipelines.<\/p>\n The objective is guardrails, not gates everywhere<\/strong>.<\/p>\n Cloud environments often become difficult to govern because nobody clearly owns the final decision.<\/p>\n The cloud team manages infrastructure.<\/p>\n Finance sees the bill.<\/p>\n Security manages risk.<\/p>\n Application teams manage workloads.<\/p>\n Business units own outcomes.<\/p>\n Procurement manages vendors.<\/p>\n No single group sees the entire picture.<\/p>\n A mature governance model brings these perspectives together while keeping accountability clear.<\/p>\n A cloud centre of excellence or similar cross-functional structure can help establish standards, architecture principles, financial controls and operating practices.<\/p>\n But governance should not become a central team that dictates every technical decision.<\/p>\n Its role should be to establish the boundaries within which teams can move quickly.<\/p>\n Governance itself can become another source of meaningless metrics.<\/p>\n Counting the number of policies created does not demonstrate effective governance.<\/p>\n Counting compliance checks does not demonstrate cloud maturity.<\/p>\n Businesses should instead measure whether governance is improving the environment.<\/p>\n Useful questions include:<\/p>\n Are unnecessary resources being removed?<\/p>\n Is cloud waste declining?<\/p>\n Can teams identify the owner of every critical workload?<\/p>\n Are security exceptions decreasing?<\/p>\n Can the organisation explain why workloads are distributed across providers?<\/p>\n Are deployment teams using approved secure patterns?<\/p>\n Can the business identify the cost of major applications?<\/p>\n Are recovery capabilities being tested?<\/p>\n Are cloud investments producing measurable business value?<\/p>\n These metrics connect governance to outcomes rather than bureaucracy.<\/p>\n For organisations that have already built a substantial cloud footprint, the next phase should not necessarily be another migration programme.<\/p>\n A governance reset may deliver more value.<\/p>\n Start with visibility.<\/p>\n Build an accurate inventory of cloud accounts, workloads, data, identities, integrations and major dependencies.<\/p>\n Then establish ownership.<\/p>\n Every important workload should have a business and technical owner.<\/p>\n Next, classify workloads according to factors such as business criticality, data sensitivity, regulatory requirements, cost and availability needs.<\/p>\n From there, organisations can introduce common controls around security, identity, cost management, architecture and lifecycle management.<\/p>\n The objective is to create a repeatable operating model rather than a collection of isolated cloud decisions.<\/p>\n Cloud governance works best when it
