The UAE is moving quickly on artificial intelligence.<\/p>\n
AI is no longer limited to innovation labs or experimental projects. Businesses are using it to automate processes, analyse customer behaviour, support employees, improve decision-making and build new digital products. Government organisations are pushing even further. In April 2026, the UAE announced a framework to transform 50% of government sectors and operations towards agentic AI within two years.<\/p>\n
That pace creates an interesting enterprise problem.<\/p>\n
The question is no longer whether organisations are ready to experiment with AI. Many already are. The harder question is whether their governance structures can keep pace with the number of AI systems, models, data sources, vendors, employees and automated decisions entering the business.<\/p>\n
This is where the UAE’s AI maturity story becomes more nuanced.<\/p>\n
The country is progressing rapidly on AI governance as well. A 2026 Dubai Future Foundation and IBM study found that around 20% of UAE organisations were implementing AI governance platforms, compared with 12% globally. Yet only 13% reported applying comprehensive AI governance frameworks across all AI initiatives.<\/p>\n
That difference matters.<\/p>\n
AI adoption can happen one use case at a time. Governance has to account for the entire environment.<\/p>\n
The speed of AI adoption in the UAE is not accidental.<\/p>\n
The country has spent years building an environment designed to accelerate digital technology adoption. The UAE National Strategy for Artificial Intelligence 2031 explicitly positioned AI as a national priority, including objectives around AI governance, regulation, data-driven infrastructure and the development of an AI ecosystem.<\/p>\n
That strategic direction has translated into business and government activity.<\/p>\n
KPMG’s 2025 UAE findings reported that 97% of respondents had used AI for work, study or personal purposes, while 66% said their organisation had a GenAI policy in place. The same research found that 57% believed AI regulation was needed to make AI use feel safe.<\/p>\n
The numbers point to an important distinction: AI familiarity is spreading faster than formal organisational control.<\/strong><\/p>\n Employees are discovering AI tools. Departments are experimenting with copilots. Developers are using AI coding assistants. Marketing teams are generating content. Customer service teams are deploying conversational systems. Analysts are using AI to process information.<\/p>\n Each use case can look relatively harmless in isolation.<\/p>\n The governance challenge appears when all of them become part of the same enterprise environment.<\/p>\n One of the biggest mistakes organisations can make is treating AI governance as a document.<\/p>\n A policy saying that employees should not upload confidential information into unapproved AI systems is useful. But it does not answer every question created by enterprise AI adoption.<\/p>\n Who approves an AI system before production?<\/p>\n Who owns the model?<\/p>\n What data was used to train or configure it?<\/p>\n Where is that data processed?<\/p>\n Can the AI provider retain prompts or business information?<\/p>\n How are model changes monitored?<\/p>\n What happens when an AI system produces an incorrect recommendation?<\/p>\n Who is accountable for an automated decision?<\/p>\n How is access revoked when an employee changes roles?<\/p>\n What happens when an AI agent can perform actions rather than simply provide information?<\/p>\n These are architecture, security, compliance and operational questions as much as they are AI questions.<\/p>\n Dubai Finance, for example, has adopted an AI management system aligned with ISO\/IEC 42001:2023, covering AI objectives, risk assessment, lifecycle management, compliance, transparency, accountability, audits and continual improvement.<\/p>\n That is a useful indication of where enterprise AI governance is heading: away from a simple usage policy and towards a management system covering the entire AI lifecycle.<\/p>\n AI experiments are relatively easy to control.<\/p>\n A small team can test a model with a limited dataset, evaluate the output and decide whether the idea works.<\/p>\n Production is different.<\/p>\n A production AI system may connect to ERP data, CRM records, customer information, internal documents, APIs and operational workflows. It may be accessed by thousands of employees or customers. Its outputs may influence pricing, customer service, fraud detection, recruitment, procurement or financial decisions.<\/p>\n The risk profile changes completely.<\/p>\n This is particularly important as businesses move from generative AI assistants towards agentic systems.<\/p>\n An AI chatbot that answers an employee’s question is one thing.<\/p>\n An AI agent that reads an invoice, checks an ERP record, contacts a supplier and initiates an approval workflow is something else entirely.<\/p>\n The second system has agency.<\/p>\n It can affect the organisation’s actual operations.<\/p>\n That means governance needs to evolve from \u201cWhat is this AI allowed to say?\u201d<\/strong> to \u201cWhat is this AI allowed to do?\u201d<\/strong><\/p>\n Agentic AI could make the adoption-governance gap more visible.<\/p>\n Traditional software generally follows predefined rules. An AI agent can interpret information, determine what action appears appropriate and interact with other systems.<\/p>\n That introduces a new layer of uncertainty.<\/p>\n Consider an enterprise procurement environment. An AI agent might be authorised to identify unusual purchase requests, compare suppliers and prepare recommendations. But should it be allowed to select a supplier automatically? Can it negotiate? Can it create a purchase order? Can it access historical contracts? Can it send information outside the organisation?<\/p>\n The technical integration may be straightforward.<\/p>\n The governance decision is not.<\/p>\n This is why the UAE’s move towards agentic government services is significant. It has to become part of architecture and operating design.<\/p>\n Many organisations initially think of AI governance as a model problem.<\/p>\n In practice, it often becomes a data problem.<\/p>\n An AI system is only as reliable as the information it can access and the controls around that information. In June 2026, the UAE Cabinet approved the establishment of the Artificial Intelligence and Data Authority, intended to consolidate public data, AI and digital government capabilities into a national ecosystem.<\/p>\n The UAE has also established the UAE Charter for the Development and Use of Artificial Intelligence, which includes principles around ethical and responsible AI, privacy and data security, alongside compliance with existing legislation.<\/p>\n The government is also experimenting with a more adaptive approach to regulation. A 2026 UAE government whitepaper described a move towards an AI-powered regulatory intelligence ecosystem designed to make regulatory approaches more responsive to rapidly changing technology and business models.<\/p>\n The direction is therefore clear.<\/p>\n The challenge for enterprises is translating this broader national direction into practical controls inside their own technology environments.<\/p>\n Another problem is organisational ownership.<\/p>\n AI governance is sometimes handed entirely to the IT department. In other organisations, legal or compliance teams take responsibility. Security teams may also become the default owners.<\/p>\n None of these approaches is sufficient on its own.<\/p>\n AI touches technology, data, security, legal obligations, business processes, employees and customers.<\/p>\n A more mature model distributes responsibility while maintaining clear accountability.<\/p>\n Technology teams should control architecture and integration. Security teams should address identity, access and threats. Data teams should establish data ownership and quality controls. Legal and compliance teams should interpret regulatory requirements. Business leaders should determine acceptable risk. Product teams should remain accountable for how AI affects customers and business outcomes.<\/p>\n The result should be a governance structure that works across the organisation rather than another isolated committee.<\/p>\n There is another issue UAE enterprises need to watch closely: AI that enters the organisation without going through formal technology procurement.<\/p>\n An employee can start using an AI assistant in minutes.<\/p>\n A developer can connect an external model to a prototype.<\/p>\n A sales team can adopt an AI-powered productivity tool.<\/p>\n A business unit can purchase an AI SaaS platform without involving the central technology team.<\/p>\n This creates what is often called shadow AI.<\/p>\n The problem is not simply that employees are using AI.<\/p>\n The problem is that the organisation may not know which systems are being used, what information they access, what vendors process that information or where the resulting data ends up.<\/p>\n This is why AI discovery needs to become part of enterprise security and IT management.<\/p>\n Governance cannot control what it cannot see.<\/p>\n The answer is not to slow AI adoption until governance becomes perfect.<\/p>\n That would create a different business risk.<\/p>\n Instead, organisations should build governance alongside adoption.<\/p>\n The first step is to create an inventory of AI use across the organisation.
